Cobalt is running at half its advertised speed

Cobalt has told us for over a year now that they deliver speeds “up to 386 kbps”. I have two points:

1. They call that “broadband”. That is nowhere near broadband speed. Most any expert will agree broadband starts around 500 kbps MINIMUM. Especially considering Netflix, Youtube, and Xbox all recommend a 500K minimum speed to use their services.

2. Cobalt fails to deliver even their promised slow speed. Since the day before Christmas, Cobalt has been running at approximately half its advertised rate at our location. Uploads are limited to 20KB/s. Downloads are fluctuating between 20-40KB/s.
